The purchase of a therapy dog of life?

I have to buy a therapy dog vest to train my dog be a therapy dog. All jackets are sized for the dog "perimeter". I kinda feel stupid asking this, but what is "Dog's perimeter" and how is it measured? Do not talk about dog training, I know what I'm doing. I do not know what size jacket to get.
